Meet Kristina Duggan

Kristina Duggan is a long-time East Long Beach business owner and community leader who cares deeply about the neighborhoods, families, and small businesses that make District 3 a great place to live. Her approach is simple and consistent: listen to residents, solve problems, and improve the quality of life of people in every corner of our community.
Kristina is a proven leader in both business and city government roles. She has nearly 30 years of experience starting and running local small businesses in education, real estate, recreational athletics, and mental health counseling. |
Today, she co-owns and operates Dr. Duggan & Associates, a respected psychological health center that has served East Long Beach for three decades.
Born at Long Beach Memorial Hospital as one of four children to parents who worked in banking and health care, Kristina has deep roots in the city. She has been a proud homeowner in District 3 for more than 25 years. She and her husband, Matt, live in Belmont Shore and have two children. Her daughter, Shannon, is in college and her son, Matthew, is playing competitive hockey. Their household also includes two beloved dogs, Lucky and Kona.
Kristina’s commitment to East Long Beach is reflected in her work at City Hall. She used her business experience to build a responsive, high-performing office that prioritizes clear communication and timely follow-through. Her passion for community shapes her focus on improving daily quality of life for residents, and as a long-time resident herself, she is known for bringing community voices directly into City Hall conversations.
Over the years, Kristina has also taken on a wide range of volunteer roles, including President of the Lagoon Playgroup Co-Operative Preschool in Belmont Heights; Volunteer Coordinator for the Lowell Elementary School PTA; Board Member, Treasurer, and Advisory Board Member for the Long Beach Rowing Association; Treasurer of the Wilson Girls Aquatics Foundation at Wilson High School; and supporting the Friends of Belmont Shore with their communications and membership activities.
Kristina holds a Bachelor of Arts degree in Psychology from the University of California, Riverside. In her free time, she enjoys spending time with her kids, traveling to watch hockey, rowing in Alamitos Bay, playing pickleball, and reading books. She has traveled to several Olympic Games over the years and recently visited the Paris and Milan Games with her family to better understand how Long Beach can prepare for its own Olympic responsibilities.
She is also an avid skier and former ski instructor, and remains closely involved in the local rowing community. Among other efforts, she helped develop a free summer rowing program at Marine Stadium called “Row the Stadium,” giving underserved youth access to the sport.
